<td>Scaffolding is an arrangement of metal tubes and wooden boards which are built together in order to provide a platform above ground level for people working on a building. The nature of scaffolding means that if it is not put up correctly, it could be a potentially fatal health and safety hazard.</p>
<p>How does scaffolding work?</p>
<p>The kind of scaffolding you see at most domestic building sites is made up of four major components:</p>
<ul>
<li>Upright metal tubes (standards)</li>
<li>Horizontal metal tubes (ledgers)</li>
<li>Shorter metal tubes (transoms)</li>
<li>Wooden platform (battens)</li>
</ul>
<p>The standards are joined to the ledgers, and then the transoms are added at right angles to support the wooden battens. In order to give the structure stability and strength, diagonal braces are added and often scaffolding clips are used to tie the structure together. In addition, guard rails or netting may be added for additional safety.</p>
<p>Products called “system scaffolding” are becoming more commonly available and are better suited to the DIY market. These systems slot together and have built-in strength and flexibility. The same safety regulations apply to both systems and whether you are building yourself or using a contractor, you should be aware of all the relevant safety issues.</p>
<p>Can I put up scaffolding myself?</p>
<p>Although the basic principles of erecting scaffolding are very straightforward, you need to be absolutely sure that you can put up a safe structure. Not only will you be using the scaffolding yourself, but the tradesmen you employ will also be using it, and there may be people at your plot who are not involved with the building, such as utility engineers, building inspectors and your family and friends. If the scaffolding is dangerous and any of those people are hurt, either by falling from the scaffolding or being hit by scaffolding, you could face a huge personal insurance claim. More relevant than whether you put the scaffolding up by yourself is whether you need scaffolding at all.</p>
<p>When do I need scaffolding?</p>
<p>If you are building a single storey extension, or a bungalow, you may not need scaffolding at all. If in doubt, speak to your builder. Scaffolding won’t be the most expensive part of your budget but, depending on how long you need it for, it will make a dent in your pocket, so make sure you only use the scaffolding if you need it. It is possible to erect a two storey building without scaffolding, but most builders would advise that scaffolding is used.</p>

It has also been damaged by lightning strikes over the years. Perched atop a mountain above Rio&#8217;s white-sand beaches, the 38-meter (125 foot) statue was inaugurated in 1931. It was designed by local engineer Heitor da Silva Costa and created by French sculptor Paul Landowski, possibly making this scaffolding the holy grail of all scaffolding. </span></h1>

<p>The lorry driver was apparently trying to turn into North Square in Dorchester from High West Street. Several levels of scaffolding in front of a jewellers store were brought down and ended up on top of the vehicle. Dorset Police said nobody was hurt but the main road through the town had to be closed for several hours. The Health and Safety Executive was informed.Sgt Anita Arliss, of Dorset Police, said: &#8220;It appears the the lorry has been coming up High West Street, has attempted sharp right turn, has missed the turn and caught the scaffolding tower causing it to fall.&#8221; The scaffolding was dismantled and removed and the road was later reopened. Not like the scaffolding holding up the statue of Christ in Rio, Dorchester city counsel are probably on the lookout for some new scaffolding. <p>Officials have warned of the penalties for waste crime after a Lincolnshire man was jailed for 15 months for dumping more than one million tyres. At Lincoln Crown Court on Monday, Carl Steele, 33, from Chapel Farm, Deeping St Nicholas, admitted breaking the terms of his environmental permit.He offered cheap collections and dumped tyres at sites in Lincolnshire, Essex, Yorkshire, Worcestershire and Norfolk.The Environment Agency said offenders faced up to five years in prison. It added that tyre dumps presented a serious risk to the environment and human health. The court heard that Steele was under investigation by the Environment Agency after officers found 3,000 tyres at a site in Lincolnshire. During the investigation the number rose to 400,000, but he was only allowed to store 6,000. Investigators later uncovered 800,000 used tyres at four other dumping sites. Mat Crocker, from the Environment Agency, said: &#8220;Stockpiles [of tyres] are a significant fire risk, as they can burn for several years, releasing dangerous gases such as hydrogen sulphide, hydrogen cyanide and sulphur dioxide.</p>
<p>&#8220;Waste crime is a serious offence with tough penalties including up to five years in prison, unlimited fines and the confiscation of illicit profits.&#8221;</p>
<p>The Steele case is significantly bigger than the last major conviction for tyre dumping. In 2009, 175,000 tyres and 290 tonnes of tyre wire were dumped by three people across England and Wales. The clean-up costs for the site owners in that case were up to £122,000, suggesting the bill for this case could be more than half a million pounds. Landowners are having to clear up at their own expense.</p>
<p>Around 55m waste tyres are legally disposed of annually, according to estimates from the Department of Business, Innovation and Skills. Cost varies across the country, but on average, it costs 80p to legally dispose of a tyre. To work with grab hire all you have to do is to leave your waste in a pile at an accessible point and let the grab truck work itself. Unlike the skips, grab trucks don’t need a road permit. The lorry’s crew will operate the loading for you and on average the loading takes about 30 minutes. Grabbing truck is far more flexible than a skip as it could reach places where a skip cannot. For example you could dump your pile of waste behind a wall or on uneven ground and the grab arm could take remove your waste for you. A single load on a grab lorry is around two builder skips, that’s around 50 bin bags! Most of the grab hire trucks have a on board weighting system so the operators could always maximise the capacity making the most efficient out of your money. Grab hire are suitable for most situation, whether you are hiring for domestic, trade and commercial.</p>
<p>Grab hire suffer from a few negatives though. It cannot load from the front nor the back of the vehicle as the grab arm isn’t long enough. There shouldn’t be any cables or tree on the overhead of the waste since it may damage the grab arm. The grab arm have limited length so the waste have to be with in 5 metres from the side of the lorry. Lastly the grab truck may have difficulty getting to the site if there are low arches on the way. Keep in mind many of these down sets are shared with skip hire too.</p>
<p>Under the right circumstance grab hire could be significantly cheaper than skip hire. You can always ask our operator for advice to save you some money and get a bang for a buck.</p>

If you want to place a skip anywhere but your own property you are mostly like to need a <strong>permit from your local council</strong>. Otherwise you could be fine. A permit is needed due to health and safety regulations and it allow the skip owner to place a skip on roads. It is the supplier of the Skip&#8217;s responsibility to obtain a permit and to ensure all the regulations are in place, however the site owner should always verify whether the supplier needs a permit before the delivery. The permits could last for 1 up to 14 days while for additional time extra applications are need. Also only one skip is allowed at any given time in the permitted site.</p>
<p><strong>My Responsibilities?</strong><br />
Skips should always to be place on road. If permission is available, the skip could be placed on pavement but protecting care should take place by the consumer. When leaving a skip on the road should have at lease 4 traffic cones on the approach side to guide traffic past the skip. Flashing amber is placed on the skip when visibility is poor While putting lamps on each traffic cone. The skip should also be cover at most time to limit the content from escaping on to the road. The skip should be removed when full and shouldn’t be overloaded at the only time. No flammable, explosive or toxic materials should be placed in the skip.</p>

<p><strong>Delivery &amp; Collection</strong><br />
Due to the unpredictable nature of traffic and a multitude of variables that affect collection schedules of a skip lorry driver e.g. incorrect details given by customer, overfilling, waste in the skip that’s not allowed (see list above), it is extremely difficult for our providers to give a precise time.  The best approach is to simply aim for AM or PM.  Those promising exact delivery times are likely saying this only to secure your business.</p>
<p>The skip must be accessible at all times. If the driver arrives and there is no clearway to deliver or collect the skip additional fees could apply.</p>
<p><strong>Positioning your Skip<br />
</strong>You are not authorized to move your skip at any time, this can only be undertaken by a member of our skip hire team.</p>
<p><strong>Skip Hire Load</strong><br />
By law a skip must not be loaded past its fill line, which is the top of the walls of the skip.  Overloaded skips become dangerous in transport to other road users and pedestrians and is illegal.  Our providers may ‘level’ the skip to transport and this may require removal of waste.  Extra charges may apply if the skip has been overloaded, delayed due to overload or levelling is required.</p>
<p><strong>Skip size</strong></p>
<p>This follows on from the above point – get a skip size larger than you think you need.  It is very difficult to anticipate volume and so customers are advised to provide room for error and extra waste.  You will always fill the skip, it is a question more of how dangerously you fill it and how much more hassle it will become by trying to save a small amount of money ordering a smaller skip.</p>
<p><strong>How do I choose between skip companies?</strong></p>
<p>What motivated your choice is down to you and we do our best to furnish you with the likely considerations that will help you make that decision.</p>
<p>Our feedback system helps you decide which skip company’s suit your needs.  Not all of the companies offer the same level of service.  Where possible we indicate which companies take card payments (so you don’t have to be in when the skip is delivered). Some recycle, some recycle more than others, some landfill all of it.  Some have accreditations or some or more local to you.</p>
<p>We could just give you the best companies but who are we to decide who’s ‘best’.</p>
<p>Some skip hire companies fly tip, breach health and safety and waste disposal laws, damage your property when loading the skip and generally provide a bad service.  Our feedback system helps you see which these are so you can avoid them, but ultimately we leave the decision down to you.</p>
<p>Some skip hire companies own licensed waste transfer stations (regulated by the Environment Agency) and are members of the Institute of Wastes Management (a professional body that promotes education and raising standards in waste management). This does not make them more expensive as they sell what they recycle allowing them to price competitively.  But they do have large overheads.  Our point is that just because a skip company is small, doesn’t recycle waste or their bins have all the paint falling off, doesn’t mean they are bad.  This is a service industry, we let you pay for the level and type of service offering you prefer.</p>
<p><strong>Why are Skips so expensive?</strong></p>
<p>Landfill tax is to rise by £8 per tonne on 1 April each year until 2013. As a result, the tax will rise to £48 for each tonne of waste sent to landfill from 1 April 2010, then climb to £56 in 2011, £64 in 2012 and £72 in 2013.</p>
<p>Other major overheads are:</p>

<li>Skip wagon: £40,000+</li>

<li>Vehicle Insurance: £2000/year per vehicle</li>
<li>Public Liability: £1500/year per vehicle</li>
<li>Employer&#8217;s Liability: £1500/year per vehicle year</li>
<li>Office staff: £20,000/year per member of staff</li>
<li>Recycling costs: Cost of buying and running recycling factory &#8211; £millions</li>
<li>Carrier licence &amp; waste transfer station licence – BIG MONEY!!</li>
</ul>
<p>Add to this the environmental cost and impact of waste disposal.  Certain of our skip hire companies recycle as much as they can, landfill as little as possible and charge a competitive amount to do so.  On the flipside, for those who landfill everything landfill tax goes towards preserving the environment and negating the effects of the disposal.</p>
<p><strong>Skip ordering and delivery times – It can’t be instant, fast and accurate.</strong></p>
<p>Our skip hire companies do the best they can to ensure a fast and timely service in line with the clients expectations.  There are, however, a multitude of factors beyond their control that result in an inability to guarantee availability and shcduled delivery times of a skip.</p>
<p>Too many people expect if they order a skip today it will arrive tomorrow.  Hiring a skip is not like hiring a taxi, its availability is much more restricted due to long hire periods and limited supply / transportation availability.</p>
<p>Any skip company giving you an exact time of delivery and pick-up is likely to be just saying that to secure your business.</p>
<p>Sometimes customers give inaccurate directions, there is heavy traffic (especially in London or major cities), the previous customer put prohibited items in the skip or overfilled it and the access is not as good as described.</p>
<p>You should simply aim for AM or PM delivery.  If you choose a skip company that allows you to pay by card this should eradicate the need to be at home when the skip is delivered.</p>
<p><strong>&#8220;Why won&#8217;t they take the skip away if the rubbish is just over the fill line?&#8221;</strong></p>
<p>The law requires skip companies to not transport unsafe loads on public highways.  They are, therefore, bound by legislation enforced to ensure the safe use of the roads by other road users.  Imagine what would happen if a large chunk of debris fell of the skip at high speed on a busy road.</p>
<p>Too many people underestimate the size of skip required.  We provide illustrations, measurements, examples and explanations in a bid to assist you in making this decision but take our advice; order a skip larger than you think you will need.  It will save you in the long run.  In certain circumstances a larger skip is cheaper anyway, this is especially true with very small skips (2yrd and 3yrd).</p>
<p><strong>Where does my waste go?</strong></p>
<p>Certain of our providers recycle large portions of the waste and depending on the type of waste they receive and the facilities available to them they recycle varying degrees of what they receive.  Certain skip hire companies will sell e.g. paper back to paper companies IF what they receive is of a high enough quality with very few contaminants (things other than paper in the skip).  The same is true for wood, metal, soil, sand, even building rubble and stone.</p>
<p>What is left over can be incinerated.  This is a highly regulated method which produced emissions 1000 times cleaner than that from a power plant.</p>
<p>A certain portion of your waste may end up in landfill and certain skip hire companies landfill everything.  Some even fly tip.  Space in landfill is running out which is the reason why landfill tax is increasing as the government tries to discourage landfill and encourage recycling.</p>
<p><strong>Why is there such a difference in the prices between skip hire companies?</strong></p>
<p>The answer to this lies in the answer to many of the questions above.  Some skip hire companies have lower overheads, some recycle more waste sometimes costing them more and sometimes allowing them to be cheaper.  Some have a larger operation requiring office staff, online and phone card payment systems, environmental and legal considerations are taken more seriously and the service delivery is delivered looking and acting more professionally with a fleet of new and clean trucks and skip bins and or a small local operator happy with a small albeit outdated skip wagon, only 4 skip bins with an ‘in-cab’ mobile ‘office’ allowing for very low overheads and a very personal service, but not necessarily cheaper.</p>

<p>Skip hire permits affect the cost of skip hire too (see below).</p>
<p><strong>Skip Hire Permits</strong></p>
<p>If you place a skip on a public highway you will need a permit from the local council.  This is required so that the council can ensure the safety of local residents and road users whilst maintaining a regular access via the road at all times.  If, for example, there happened to be requests for 10 skips on one street at the same time they would be forced to refuse as the street could become difficult to pass through and no parking would be left available.</p>
<p>Skip companies are required by law to tell you if you need a permit.  Sometimes they are required to apply for it themselves but sometimes the person hiring the skip has to go direct to the council.  Each council has a different procedure with different requirements and different prices.</p>
<p>The variance in skip permit price across the UK is staggering &#8211; some councils charge nothing and issue them the same day, some charge over £70 and make you wait weeks before issuing.</p>
